Workers had built a Queen cell in preparation of raising a new Queen in anticipation of swarming. In this case they abandoned their plans. They will however keep the cell intact in case they need it again.

The workers have a strong interest in the Queen cell as they are constantly working it, crewing and polishing the wax, both inside and outside.
